[announce] New OpenTRS developer list!

Hi all,

the OpenTRS project is fast-growing, only 3 months after the first official    
release we need to split the main otrs at otrs.org mailing list to:
  
  otrs at otrs.org - for general discussion, basic troubleshooting and questions
  
  dev at otrs.org - for discussions about design and implementation issues
