Agreed, this sounds like a bug, or at least like an anoying feature.
Could you file a bug at bugs.otrs.org for this.

A Ticket type XOTRS header will be available with the upcoming 2.2.2
release. In combination with a postmaster filter you should be able to
set the type based on the mailbox.
