[dev] unable to submit ticket

Hello Christian, 

There is no file TicketCounter.log in /opt/otrs/var/log/

Even I created manually and made it 775, but still I am getting same
error.

Change the file permissions on /opt/otrs/var/log/Ticketcounter.lock so 
that the webserver and also the otrs user may write to the file. A

chmod 775 /opt/otrs/var/log/Ticketcounter.log

should solve the problem.
