[dev] Need new privileges to submit a ticket?

Hi,

When i try to add a new ticket for Puppet, Trac say i need the
TICKET_CREATE_SIMPLE privilege.

This is the first time i see this problem (i've yet submitted some
tickets with my Trac account).

Is this normal ?
