[dev] The new version of Fred is available

Hi Thomas,

Thanks for your answer.

I can confirm you that with latest package (0.2.11) downloaded from ftp 
manually and installed via upload to the package manager, the 
installation process is working successfully.

I now have Fred package installed on my OTRS 2.2.2.
