[otrs-i18n] Bulgarian Localization of OTRS:ITSM

Hi all

We just started new implementation of OTRS:ITSM and make some changes
in Bulgarian localization file as well as translation of main ITSM
modules.
I hope that soon will inspect and improve CZ localization too
