Thanks, Leonardo for your quickly response, but I forget something
important, I'm using LDAP!! 

Somebody know how to solve this?

I'm implementing otrs 3.10, but I need to assign all service to all user?

Is possible that? How I can do that?

It's possible, just mark all your services as default services.
