[otrs] Trouble installing on SuSE 9.2

Hi again,
I have re-installed using just the tar.gz source, and it all went fine up 
until the installer.pl web part - I am getting:

client denied by server configuration: /opt/otrs/bin/cgi-bin/installer.pl
client denied by server configuration: /opt/otrs/bin/cgi-bin/index.pl

I have tried adding Options +ExecCGI to the otrs include file, but this did 
not help, also changing the ownership of the files in bin/cgi-bin to otrs did 
not help. Any ideas?
