[otrs] logging on otrs.log instead of messages

The permissions don't look okay to me. If you set it like this only  
the root user can write to otrs.log while OTRS doesn't run as root  
(probably as user otrs). Change the owner or the permissions to allow  
user otrs to write to this file.
