I am new to using otrs and trying to customize the login screen to meet
my needs.  I have been trying to change the bgcolor by adding a bgcolor
variable in the <body > section of Login.dtl.  When I refresh the login
screen the bgcolor is not taking.  I think this value must be coming
from somewhere else, but I am not sure where. 

How can I change the bgcolor in Login.dtl ?
Do I have to update another file?
Is this value stored somewhere else in the configuration?
