[otrs] new "note!" notifications not getting sent at all

I figured this out.... I just needed to edit the sysconfig for tickets
to be able to select an agent(optional) to notify when I submit a
ticket.

All other agent notifications are working fine I believe.....so its not
an smtp issue.

 

Not sure where else to look.
