Everything owned by nobody:nobody is not looking right to me. I have  
apache:apache on all of these. Try running /opt/otrs/bin/ 
SetPermissions.sh <otrs-user> <apache-user>, which in your FC1 case  
would probably end up like this: /opt/otrs/bin/SetPermissions.sh otrs  
apache
