[otrs] note-external in otrs 1.3 ?

Hi,

I'm using otrs 1.3 on debian sarge.
I'm looking for a way to create more transparent ticket handling
between the clients and the agents.

Now, in the "note" screen the only option I have for Note type: is
note-internal.
How can I add the option of "note-external" to the selection list ?
