Alan,
Think about how each type of "user" logs into otrs. Customers use
customer.pl and admins use index.pl and there are two seperate database
tables to store information about each type of user. So, to answer your
question yes and no.
Just create them with the same username and password under the "user" type
as their "customer" type and there you go, you have successfully created
them as both a customer and admin user.
