Usage: SetPermissions.sh <OTRS_HOME> <OTRS_USER> <WEBSERVER_USER>  
[OTRS_GROUP] [WEB_GROUP]

I'd try this:

     # /opt/otrs/bin/SetPermissions.sh /opt/otrs otrs apache apache  
apache
