The report can be as simple as explaining you are unable to retrieve  
emails from Gmail because Gmail uses an alternative POP3 port and the  
POP3 port is not configurable in OTRS. If the devs need more details  
they'll get back to you, but I think they'll understand.

It is my opinion that every system needs a capable system  
administrator. If your system doesn't have a capable one, then you  
might have bigger problems than not being able to fetch mail from  
Gmail. Yes, procmail is probably Linux-only (I'm not sure).

Maybe OTRS is a bit of overkill for just personal use, but I don't  
know your situation of course.
