[otrs] Error while browsing Public.pl

Can you share some information about how you're trying to set up OTRS on
your system?

I ran into that yesterday when setting up OTRS - but what happened is that I
didn't have everything in $OTRS_HOME where $OTRS_HOME = $HOME

I had originally tried to set up otrs outside my otrs user home. I gave up.
