[otrs] Error: ERROR OCIEnvNlsCreate. Check ORACLE_HOME env var, NLS settings, permissions, etc[..]

Do you run this system (the web server) on windows or linux?  If its linux
could you paste a 'uname -a' output?

did you remember doing this (without error)?
#perl -MCPAN -e shell
#install DBD::Oracle
