[otrs] Change order of the subject

I think it's only possible with modifying the sources.
If you tend to do this, consider http://dev.otrs.org/

Perhaps Kernel::System::Ticket::Article::ArticleSend,
or substitute-regey in Kernel::System::Email::Send?
