[otrs] Cannot create FAQ Categories

Very odd!
When I click on the "FAQ" button I get:
index.pl?Action=AgentFAQ&Subaction=Explorer&Nav=
When I pasted your URL in, suddenly I have the "Language" and "Category"
buttons!
Better yet, I logged out, logged back in, and clicked my FAQ button and
the "Language" and "Category" buttons are still there!
TOO WEIRD!
