[otrs] Compose new Ticket as Agent

It is one way, but you do not need a phone to make a phone ticket, and
an email ticket only creates a ticket, as in the phone ticket, and sends
an email to the customer that is having the problem. So, I am still a
little confused, but I am glad you got it working.
