Rodney,

You are right, linked faqs are currently only visible in the agents'
interface.
There is an enhancement request open in Bugzilla to add them to Customer and
Public as well: see http://bugs.otrs.org/show_bug.cgi?id=3429

If you would make any customizations in this direction, it would be highly
appreciated if you would add those as a patch to this bug...
