Hmm, a file called TicketCounter.log should be there. If not, your installation is broken :(. The TicketCounter.log file is a real central file, it should never be removed.
Even I created manually and made it 775, but still I am getting same error.
Try to make it 777..., thats not the best but the quickest solution. If the problem still occures, something really strange is going on with your system which needs to be researched.
