I'm not sure how to reproduce this. Can you tell me how you get this error message? OTRS in UTF-8 mode is working fine for me.
I produced it by opening a ticket as a customer (didn't seem to matter whether it was done through email or customer interface), and then composing an answer to the ticket as an agent. In that email answer, I pasted in some lines of text that was obviously not possible to represent in iso-8859-1 (or -15). Plain norwegian characters ("sjåførlærerne drikker skjærgårdsøl") would just result in the text coming through as iso-8859-1 even though the headers would say it was utf-8. However, when I cut'n'pasted into the answer some text from www.ibm.gr, some from www.nec.co.jp, and some from a czech website, I got these error messages when i clicked "send". (Is it possible that the change from VARCHAR to CLOB as field type for the article body text somehow is confusing DBI and/or Perl? I didn't think that would make a difference...)
