[dev] New OTRS cache implementation on Redis

Hi! I've implemented package CacheRedis: OTRS cache on Redis (https://github.com/ymyasoedov/CacheRedis). It can use Redis or Redis::Fast, whatever you choose in configuration. All Cache unit tests are passed for both backend modules. Any comments and contributions are welcome.
