Css-definitions are made in the several dtl-files, but I would prefer to make one central css-file for the customer and one for the agent.

CSS definitions are just in two files: Kernel/Output/HTML/<THEME>/Login.dtl (login page) Kernel/Output/HTML/<THEME>/Header.dtl (application header)
