If you want to create a new change from your template, just go to the Change Menu, and select nes, and then just select the template name in the first dropdown list, and select the time when you want to start yor change.
Thank you. I did figure that out eventually. The thing that led me wrong was the appearance of the Change create page, which is really not obvious. I also considered the fact that it took half a day to figure out, and that neither reading the documentation or plentiful googling helped, prompted me to file a bug on it.
