There is a table called link_relation that maintains those links.  I will be attempting a merge of that table from one of my environments to another since cloning and importing don't seem to carry this table.

Hi Jim,

according to Marcos Mail
(http://lists.otrs.org/pipermail/itsm/2010-August/000933.html) the
relationships are stored in the database table "link_relation"
(http://ftp.otrs.org/pub/otrs/misc/otrs-2.4-database.png , look a bit
left and above the center). But I haven't yet delved into this.

Exporting or importing them is a common question but AFAIR there was no
answer to this on the mailing list or in the forum, I'm sorry :(
