[itsm] Linking Tickets at the creation time

Hi, I'm using OTRS 2.4.7, and I couldn't find the way to avoid the creation of a ticket without linking it to a Configuration Item. ¿Is it possible in any version? Sorry for my english. Thanks. Daniel.
