1) create a XML file '~otrs/Kernel/Config/Files/LinkObject2_Custom.xml'
with the following content:

This defines a new link type.
2) Go to Sysconfig -> Framework -> Core::LinkObject2::PossiblePartner
to configure for which objects your new link type should be available.
