es gibt mittlerweile OTRS::ITSM 1.3.1, das auf OTRS 2.4.x aufbaut. Entsprechend wäre die Fehlermeldung korrekt, da OTRS::ITSM 1.2.3 OTRS 2.3.x erwartet.
