[otrs-de] customer registration

Hi again, can you help me with my question please? I want to deactivate the customer registration by automatic e-mails. The customer has to be accepted by an admin and not by responsing an automatically build e-mail. Is it possible to get this by otrs-configurations or do i have to change the code-files?
