[otrs] roles : super-administrator and sub-administrators ?

We want to divide, by services, OTRS gestion and responsability. I tried to apply administrator role to an user : it becomes administrator for all files, groups, users, etc... Is it possible to define a role as a restricted administrator, for a part of files, groups, users... ? By default, there is "Coordinator" : something in config files ?
