Thats a mod_perl problem.
Please tell me, which version of mod_perl you have installed and what version of CGI.pm you are using.
If you use mod_perl 1.x, you need CGI.pm older than 3.10. For mod_perl 2.x, you have to use a newer version of CGI.pm.
