I guess you followed the instructions at http://faq.otrs.org/otrs/ public.pl?Action=PublicFAQ&ID=52 I searched the bugtracker for 'utf' and found 8 bugs, but at a first glance they're not directly related to your problems. I'm sorry, I don't know what else to try either. Nils.
