I have experienced a similar problem when a local (non OTRS related) issue occurs. For some reason, your ticket 10440 has been created incorrectly and it is not complete. This ticket will need to be removed or you will lose visibility of any new tickets created since '10440'. The only way to remove the ticket is to delete it directly from the database.
delete from ticket where id = '10440';
