I only find an old article for ver 1.3 (http://doc.otrs.org/1.3/en/html/install-win32.html), discussing the Windows installation. FAQ shows nothing. (sigh)
Yes you can but Apache will not start up, you will need to modify the Apache configuration (not sure which directory it is installed to on Windows) and change the port it is running on (as port 80 will be in use by IIS) so you could probably change it to port 81 and then goto http://machinename:81/otrs to access OTRS.
