Does the field 'valid' in your customer user table have values for all rows? Execute this query in http://localhost/otrs/index.pl?Action=AdminSelectBox SELECT * FROM customer_user WHERE valid_id != 1 See if there are entries that do not have a value at all. Assign a '0' or a '1' in that case.
