This is just trying to get a standard procmail setup. I followed the directions in:

http://doc.otrs.org/2.1/en/html/x1215.html#email-receiving-cmd

I'm not sure what it was but I basically removed OTRS as well as its deps, re-installed and everything worked. Wish I had a better explanation. Either way, I'm happy... its working again :) -Mike
