Default.pm: $Self->{AgentCanBeCustomer} = 1;
That means if the customer id (customer user) is the same as the agent, then the agent can't answer the ticket as agent, just as customer. It's useful in case your agent and customer user source is the same. Back to your question "how can I submit a ticket as an agent?" -=> The agent needs to be registriert as customer.
