Yes, you can turn them off in the SysConfig. All ticket related dashboard widgets (e.g. "New Tickets") are configured in Group Ticket -> Frontend::Agent::Dashboard and the other dashboard widget (e.g. the News widget) are configured in Framework -> Frontend::Agent::Dashboard. Just deselect the checkbox and save the changes and the news widget should be gone...
