This error could bee because you are trying to create a ticket in a queue with out rights. For example: You have a queue 1 and insight it the queue 1-1, in the queue 1 you have read rights (or no rights) and in the queue 1-1 you have rw rights. If you try to create the ticket in the queue 1-1 everything works fine but if you try to create the ticket in the queue 1 you receive this error in the log and the ticket is missing.
