If you can't change it from SysConfig maybe somebody has set it in Kernel/Config.pm. Settings in that file will override the settings made via SysConfig.
 
Preferably most configuration should be done through SysConfig as it is easier to maintain. I read somewhere that OTRS will only support SysConfig in some future release.
 
If you find the setting in Config.pm I would advise you to delete it from there (or just comment it out if you're a safe person like me) and then change the setting in SysConfig.

Try switching OTRS to use ISO-8859-1 (or whatever is applicable in your part of the world) as the default character set. I'm not near an OTRS right now so I can't point you to the exact configuration directive. Go to Admin -> SysConfig and search for "charset".

Thanks Lars, found the option at Config Options: Framework -> Core  but changing it, and hitting save, it just resets back to UTF-8 ?
Does not seem to let me change it?
