The unlock stuff is done by cronjobs (http://doc.otrs.org/1.1/html/cronjob.html). The default unlock cronjob is running every hour (var/cron/unlock). If you need the interval shorter, change it and reload the cronjobs (rcotrs restart or as otrs user "bin/Cron.sh restart").
