This looks like an apache/mod_perl problem! .-/ Apache/Registry/handler.pm is a apache/mod_perl module. What apache and mod_perl do you use?
Then otrs doesn't functionate. After restart apache the passwords changed, and for some days we haven't any problems. The period is not always the same.
Is the password changed from each user?
