Have you read through... http://doc.otrs.org/3.0/en/html/adminarea.html ?
You need to configure OTRS to pull from a mail account or pipe mail into OTRS, then setup an Email Address within OTRS, setup a filter to direct the incoming email to the "raw" queue and assign auto responses to the "raw" queue.

Hello,
I’m configuring the OTRS but I have following issue:
1.Automatic ticket should be created in the raw queue when new mail is send to the OTRS admin.
2.Automatic Email response should be sent who send the email.
Kindly help me
