Hey,

I´ve read your mail and I´m missing a thing. Have you already created the theme in the OTRS Database? If not then there is the problem why it does not work like you want it to.
You can create the theme in the DB like this. This MYSQL command should help you to add your theme to the OTRS Database.

insert into theme
(id, theme, valid_id, create_time, create_by, change_time, change_by)
values
(3, 'MyTheme', 1, current_timestamp, 1, current_timestamp, 1);

If you want to change all Themes of existing customer / agents / users you have to do an update like the guys already wrote.
