No, it's not the package TimeAccounting neither Change Management Module.
I remember that I saw the image of the project in the main bar, and when I did the test that showed all the options for managing a project: time, people, etc.
But i'll try to find more information about the source of the package.

It's not the TimeAccounting package installable via OTRS -> Admin -> Package Manager -> Repository = http://ftp.otrs.org/ , is it ?
I guess it is the ITSM Change Management Module.
