I don't know if the standard theme displays nicely on a small screen, but if it doesn't you could create a new theme that does. So yes, it is probably possible, but I don't know if it is out of the box. See chapter 14 in the docs: http://doc.otrs.org/2.2/en/html/c1784.html Nils Breunese.
