Maybe you've installed the perl5.6.1 with ports but you forgot the 'user perl ports' command. Strange! Everything is working? You receive email? Anyway, try to remove "use Kernel::System::Ticket;" and "$CommonObject{TicketObject} = Kernel::System::Ticket->new(%CommonObject);" from bin/cgi-bin/pic.pl -=> Restart the webserver if you use mod_perl -=> Is it working now?
